The first thing you have to do is to put your computer in a Clean Boot State as this can help you in finding any incompatible programs that are causing the problem.
  • Log onto your PC as an administrator.
  • Type in MSConfig in the Start Search to open the System Configuration utility.
  • From there, go to the General tab and click “Selective startup”.
  • Clear the “Load Startup items” check box and make sure that the “Load System Services” and “Use Original boot configuration” options are checked.
  • Next, click the Services tab and select the “Hide All Microsoft Services” check box.
  • Click Disable all.
  • Click on Apply/OK and restart your PC. (This will put your PC into a Clean Boot State. And configure Windows to use the usual startup, just simply undo the changes.)
  • From there, start to isolate the problem by checking which one of the programs you installed recently is the root cause of the problem.
Once you’ve found any incompatible programs, you need to uninstall them. Refer to the steps below to do so.
  • In the search box, type in “control” and then click on Control Panel (desktop app) among the search results.
  • After that, select Programs and Features from the list which will give you a list of all the programs installed on your computer.
  • From there, look for the concerned program and select it and then uninstall it.
Note: If you have downloaded the app from the Windows Store, you can simply right-click on it from the application list and then uninstall it.

Option 2 – Update or rollback drivers

If the first option didn’t work for you, then it’s time to either update or roll back the device drivers. It is most likely that after you updated your Windows computer that your driver also needs a refresh. On the other hand, if you have just updated your device drivers then you need to roll back the drivers to their previous versions. Whichever applies to you, refer to the steps below.
  • Open the Devices Manager from the Win X Menu.
  • Then locate the device drivers and right-click on them to open the Properties.
  • After that, switch to the Driver tab and click on the Uninstall Device button.
  • Follow the screen option to completely uninstall it.
  • Finally, restart your computer. It will just reinstall the device drivers automatically.
Note: You can install a dedicated driver on your computer in case you have it or you could also look for it directly from the website of the manufacturer.

Option 3 – Try to run the DISM tool

If the first two options didn’t work, then running the Deployment Imaging and Servicing Management might. Using this built-in tool, you have various options such as the “/ScanHealth”, “/CheckHealth”, and “/RestoreHealth”.
  • Open the Command Prompt with admin privileges.
  • Then type in the following commands and make sure to hit Enter right after you type each one of them:
    • Dism /Online /Cleanup-Image /CheckHealth
    • Dism /Online /Cleanup-Image /ScanHealth
    • exe /Online /Cleanup-image /Restorehealth
  • Do not close the window if the process takes a while as it will probably take a few minutes to finish.

Option 4 – Try to stop the Runtime Broker process

The RuntimeBroker.exe or the Runtime Broker process is the one that monitors access to Windows APIs to make sure that the apps do not violate the core security of Windows. This process usually leaves a very small footprint. However, there are times when it consumes more resources than it’s supposed to and does not release memory after the work is done that results in a memory leak. As a result, it affects NTOSKRNL.exe which is why you have to stop the Runtime Broker process. To do so, refer to these steps:
  • Tap the Ctrl + Shift + Esc to open the Task Manager.
  • After opening Task Manager, go to the Processes tab and look for the Runtime Broker process.
  • Once you find it, check if it is using more than 15% of your memory. If it is, then you most likely have an issue with an app installed on your computer.
  • Select the Runtime Broker process and right-click on it and then click on the End Task option to end its process.

Option 5 – Try to run the Performance Troubleshooter

  • Tap the Win + R keys to open the Run dialog box.
  • Type “msdt.exe /id PerformanceDiagnostic” in the field and hit Enter to open the Performance troubleshooter.
  • Then click on Next to get started. Wait until the process is completed.

Option 6 – Try using the Windows Performance Toolkit

You can also use the Windows Performance Toolkit in finding the root cause of the problem. Just refer to the following steps to use this toolkit.
  • Search for “cmd” in the Cortana Search box and click on Command Prompt from the search results to open it.
  • Next, type in the command given below or copy and paste it and then hit Enter:
xperf -on latency -stackwalk profile -buffersize 1024 -MaxFile 256 -FileMode Circular && timeout -1 && xperf -d cpuusage.etl
  • After executing the command, wait for at least 60 seconds and then check the logs of the Windows Performance toolkit which is stored in a file named cpuusage.etl in the folder located at C:/Windows/System32. From there, you should see a list of all the causes of the System Resources being hogged.

If you are constantly using programs like CMD or DISM directly from the Run prompt, you might have wondered how they launched instantly and how is it that the Windows operating system is able to find them right away. For instance, when you create a shortcut of a program, the shortcut knows where exactly the program is located and launches it quickly. The Windows operating system keeps a list of paths where the most common system programs are located so when you use the Run prompt, it opens easily. The list kept by Windows is called the Windows Environment Variables. If something goes wrong with this list, the programs won’t work. So in this guide, you will be guided on how you can troubleshoot the problem where any command you use is not recognized as an internal or external command, operable program, or batch file. Before you start troubleshooting the problem, you need to make sure that the program you are trying to run really exists. In fact, this can also happen to the Run program which is pulled up using the Win + R shortcut. To check, go to C:\Windows\System32 and there, check if the program exists or not or you can also try searching for the EXE in the System 32 folder. Modify the Windows Environment Variables:

  • Step 1: Tap the Win + X keys and then select System. After that, it will open the section where you can see all the properties on your computer.
  • Step 2: Next, select the Advanced system setting located on the left pane and click on the Environment Variables.
  • Step 3: After that, locate Path under the System Variables and select EDIT.
  • Step 4: Before you edit, you need to copy the entire string and paste it into the Notepad app so that in case something went wrong, you can paste it back.
  • Step 5: Next, look for the directory path, “C:\Windows\System32”. If you can’t find it, try adding a semi-colon at the end.
  • Step 6: Afterwards, click OK to save the changes made and then exit.
  • Step 7: Now restart your computer as all the paths are picked up when your computer restarts.
Note: Now all you have to do is to try executing the programs once again – the ones where you got the error, “ is not recognized as an internal or external command, operable program or batch file” every time you open them and then see if you can now open these programs or not.

Fix Error 1310, Error writing to file
If you were trying to install a program on your Windows 10 computer but encounter an error instead that says, “Error 1310, Error writing to file: <PATH>, Verify that you have access to that directory” then read on as this post will guide you on how you can fix it. This kind is a fairly common type of error encountered by many Windows users. You can get this error when you try to install certain programs like Excel, AutoCAD, Adobe Photoshop, and some other Adobe products on Windows. One of the most likely causes for this error is that the required files or location is already used by some other software which means that Windows finds that you are trying to overwrite a software that is already installed. Aside from that, it could also occur if the program installer does not have access to write to that directory. To fix Error 1310, here are some potential fixes that could help.

Option 1 – Clear up temporary or junk files

The error could be caused by some temporary or junk files in your computer and so you need to clear them up to fix the problem. You can achieve that using the Storage Sense feature.
  • Open Setting > System > Storage from the WinX Menu.
  • From there, you will see a list of all the local and connected storage devices along with the details on the free space. Make sure that Storage Sense is on.
  • Next, find a link that says “Free Up Space” and click it to open.
  • After that, a screen which is the built-in program in Windows 10 will appear and will scan your computer for the following junk files so you can free up disk space:
    • Windows Upgrade Log Files
    • The system created Windows Error Reporting Files
    • Thumbnails
    • Temporary Internet Files
    • Previous Windows Installation Files
    • Delivery Optimisation Files
    • DirectX Shader Cache
  • Choose the files you want to get rid of and then click on the remove files option. Note that you’ll have an idea of the total size as you select any of the junk files listed above.
  • Now go to the “Free Up Space Now” section and click the Clean Now button. This will get rid of all the temporary or junk files in your computer and should hopefully fix Error 1310.

Option 2 – Reinstall the program in a Clean Boot State

You can also troubleshoot Error 1310 in a Clean Boot state. It could be that there are some third-party applications in your computer that's preventing the program from getting installed and to isolate this possibility, you need to boot your computer in a Clean Boot State and then try installing the program again. Putting your computer in this state can help you identify which program is the culprit and thus isolates the problem. In a Clean Boot state, your computer will start using only the pre-selected minimal set of drivers and startup programs. Note that you have to disable and enable one process at a time.
  • Log onto your PC as an administrator.
  • Type in MSConfig in the Start Search to open the System Configuration utility.
  • From there, go to the General tab and click “Selective startup”.

  • Tap the Win + R keys to open the Run dialog box.
  • Then type the “msiexec /unregister” command and hit Enter to unregister the Windows Installer Module.
  • Next, type the “msiexec /regserver” command and hit Enter to re-register the Windows Installer Module.
  • Now restart your computer and see if un-registering and re-registering the Windows Installer Module fixed the problem or not.

Option 4 – Take ownership of the location where you want to install the app

The next thing you can try to do is to take ownership of the particular folder as this worked for some users who experienced the same problem. But before you do that, you have to create a System Restore Point first, once that’s done, proceed to the given steps below.
  • First, locate the concerned folder and right-click on it then select Properties.
  • Next, click on the Edit button in the Properties window and click OK to confirm if you got a User Account Control elevation request.
  • After that, select user/group from the permission windows or click on the Add button to add another user or group. It would be best if you add “Everyone” to give permission.
  • Then check “Full Control” under the “Allow” column to assign full access rights control permissions.
  • Now edit the permission to Full Control for “Everyone”.
  • Click OK to save the changes made and then exit.
  • Finally, try to install the application again.
